Alliance Leadership

Four layers of organisation

TINAI, the Taiwan Industrial Network of Alliances for Investment, has four layers. At the top is its initiating body, the National Innovation and Entrepreneurship Association, R.O.C. (the Association). Below it are four alliances organised by industry: the Semiconductor Localization Alliance, the Automotive Components Alliance, the Digital Industries Alliance and the Health & Wellness Alliance. Within the alliances are three types of member. The platform organises information and routes enquiries.

The layers have different tasks and should not be confused. The Association initiates and coordinates. The alliances handle industry topics, members and market action. Members supply products, processes and needs. The platform takes no part in any party’s commercial decisions. This page describes roles and procedures only. It names no individuals, and appointments are as officially announced.

A reader deciding whom to approach can sort the matter by kind. Industry and member topics belong to the alliances. Corrections and form problems are handled by the Association’s staff. Questions about investment assessment belong to the Venture Capital Committee. Each has its own procedure, and none can stand in for another.

What each type of member does

Large and mid-sized companies state market needs, take part in setting challenges and in supply-chain integration, lift smaller companies and develop new products and overseas markets with other members. The “larger firms bring in smaller ones” model of the Automotive Components Alliance, and the similar cooperation in the Semiconductor Localization Alliance, belong to this role.

Small and medium-sized enterprises and startups join training and industry certification, accept supplier selection and commit to solution trials and negotiations. In return they gain a path into supply chains and the chance of investment. Industry associations and research institutes provide professional courses and technical guidance, help align industry standards and support alliance outreach and international cooperation. Each type takes on duties that fit its position and receives matching resources.

The purpose of this division is to let the demand side and the supply side talk inside one alliance. Larger companies set the challenge. Smaller companies and startups answer it and accept validation. Associations and institutes supply standards and technical guidance. Together they give the alliance’s industry action a structure that can be carried out.

The role of the alliance lead

Each industry alliance has a lead, responsible for direction and coordination. According to the current description, the role covers three tasks: proposing annual focus topics based on industry trends, reviewing the partnership enquiries that the platform routes, and working with other alliances when a topic crosses sectors.

The detailed scope of the role, how leads work together and who they are have not yet been officially announced. This page therefore gives no names, terms of office or headcount. A reader who needs to reach an alliance can use the contact routes on the alliance pages and the contact and join page. Staff will refer the enquiry, and the reader need not know who the lead is.

How membership applications are reviewed

A company applying to join an alliance goes through four steps. It completes the alliance application form, giving company details, core strengths, partnership needs and future direction. It submits a company profile and product information. It provides the latest year’s financial statements and supporting operating evidence. The alliance review committee then assesses the documents.

Where needed, the committee arranges an interview or asks the applicant for further documents. It notifies the result by official letter or email. Once a company has joined, the alliance proceeds in four stages: taking stock of members, preparing for the market, linking industries and connecting to investment. How to obtain the form and the details of review follow the Association’s official announcements.

Each document has a purpose. The company profile and product information describe main products or services, current market channels and technical capability, and serve as the basis for selection and linking resources. The financial statements and operating evidence are used to confirm basic operating strength and good faith in cooperation. Applicants should prepare documents that describe products and channels in concrete terms, not a general brochure.

What happens after an enquiry is sent

An enquiry submitted through the platform is kept, reviewed, referred and answered, in that order. Keeping means storing the submission and the consent record. A member of staff checks the content and may ask for more detail. The enquiry is then referred to the relevant alliance’s point of contact, and the alliance or staff reply. The platform promises no reply time.

Which alliance receives an enquiry depends on how specific it is. A stated industry, region and timeline makes the choice easier. After referral, the parties decide whether to talk. The platform does not negotiate and does not guarantee a partnership, an investment or any approval.

The Association’s investment mechanism

Besides the four industry alliances, the Association has a Venture Capital Committee. Founded in December 2025, it positions itself as a strategic investment matching platform that links experienced founders with SMEs and startups. It draws on 200 founder resources, who are large and mid-sized companies, in seven industry groups. Each group has one convenor.

The committee assesses individual cases in this order: sourcing, document review and first interview, product and business validation, and investment assessment. A convenors’ meeting then decides whether the case goes forward to investment by committee members. Due diligence and subscription follow. How the committee relates to the four alliances is not publicly explained, and this page does not guess.

Frequently asked questions

Why does this page name no individuals?

It covers roles and procedures only. The alliance leads and their detailed duties have not been officially announced. Until then the platform publishes no names, terms of office or headcount.

Who decides on membership?

The alliance review committee assesses applications on the documents and notifies the result. Partnership and investment decisions are made by the parties themselves; the platform does not take part.

Do I need to know who the lead is before I make contact?

No. Submit an enquiry through an alliance page or the contact and join page. Staff will refer it to the relevant alliance’s point of contact.

Is the Venture Capital Committee part of an alliance?

Public material does not say how the two relate. The committee was set up by the Association in December 2025; the industry alliances are the main way into TINAI.
